His sp does sk for pvp, and if he thinks endgame is simply arena then yea he should probably go 23380. But some people do more then PVP, and the 23380 or 24370 sps are about the worst youan get for DPS in 5 mans, heros, raids and more. Seriously, its a horrible sp.
